Customizable UMG Menus (WIP)

Implementing UE4 new UMG to our RTS menu system. A core idea that I really wanted to do was to have totally customizable in game menus for RTS mode. -Moveable -Dockable -Zorder -Resizable -Collapsible -Fade out, configurable -Change the Docking direction -Resettable -Save & load your preference file the Game.ini -Changeable Layout States -Future update will have sticky windows
